I had this idea and thought I'd share to see what the reaction would be.
Starting next season, team's past relations with free agents should be examined. Those teams that sign UFA's with the main purpose of them being trade bait should be given lower chances of signing marquee players.
Should be fairly simple to identify those teams.

I think Mike takes that into account, at least somewhat.
Plus there are NTC to circumvent the problem too.

Really good thinking on your part Ilya.
I do my best to consider which teams may simply be trying to add players in order turn around and move them, but it's not always easy. I also took this fact into consideration when the players were signing with their respective clubs.
That being said, I don't think anyone in this league really has the intention of signing guys initially, just to turn around and move them. I don't think it's until the season gets underway when teams make the final decision to start moving all of their valuable players.
